He expressed concern over losing talented individuals who graduate from top universities like Harvard and MIT. Trump, who previously sought to limit the Optional Practical Training program during his first term, mentioned that his plan to extend green cards to graduates was delayed by the COVID-19 pandemic. He assured that students from both two-year and four-year institutions would be eligible. However, a campaign spokesperson clarified that not all graduates would qualify, as there would be vetting to exclude individuals with certain radical or anti-American views.
